On July 17, 2007, TAM Airlines
Flight 3054 careened off the runway at Sao Paulo's
Congonhas airport. The TAM airplane accident is the
deadliest in Brazil's history, after the Gol Airlines
tragedy on September 26, 2006. Lieff Global, together
with Brazilian co-counsel Leonardo Amarante, represent
over 50 families whose relatives died in the Gol
Airlines Flight 1907 crash.
TAM Airlines Flight 3054
originated in Porto Alegre in southern Brazil. Upon
final approach in San Paulo, the Airbus 320 aircraft
veered off the runway, across a highway, and slammed
into a TAM office building, exploding into a ball of
flame. All of the 189 passengers and crew members on
board perished in the Flight 3054 disaster, as well
as at least 10 persons on the ground. A number of persons
on the grounds were also injured.
After touching down in wet
conditions, the aircraft failed to decelerate sufficiently
and veered to the left, exiting the runway at high
velocity. Reports indicate that the plane's data recorder
shows that the throttle for the right engine was in
the incorrect position during landing, causing increased
thrust to that engine and preventing use of the spoilers
and autobrake for deceleration. The runway, which has
been criticized for being too short, had recently renovated,
but anti-skid grooving had not yet been completed.
Whether the recorder shows the throttle was in an incorrect
position on landing because the pilot failed to move it to
the correct position, because of a mechanical problem with
the throttle, or because the plane's computer system misread
the throttle's placement;
Whether the Airbus warning regarding throttle position
was adequate, and whether provisions in its operating manual
for landing with one reverser inoperative provide sufficient
guidance;
Whether the runway met safety standards for landing such
a plane in wet conditions, given its length, the lack of
anti-skid grooving and the lack of an overrun area. It has
been reported that a number of pilots informed air traffic
controllers that the runway was slippery prior to the accident.
The runway was closed for a brief period shortly before the
accident, but then opened again.
